Facility Security Audit & Vessel Security Audit

Facility Security Plan (FSP) Annual Audits:

These audits are required in accordance with 33 CFR 105.415(b) and ISPS B/9 & B/16, are an evaluation of an FSP and the application of its security measures, and must be performed by a third-party “independent of any security measures being audited”. The intent of these audits is to identify deficiencies, non-conformities and/or inadequacies that would render the assessment or FSP insufficient.  Audits are required to be conducted annually, if procedures change, the owner or operator changes; and are a vital part of any facility security program. 

Ship/Vessel Security Plan (SSP/VSP) Annual Audits:

These audits are required in accordance with 33 CFR 104.415(b) and ISPS B/9 & B/16, and is an evaluation of a security assessment or security plan, and performed by a third-party “independent of any security measures being audited”. The intent of an audit is to identify any deficiencies, non-conformities and/or inadequacies that would render the assessment or plan insufficient. Audits are required to be conducted annually, and are a vital part of any Ship or Fleet security program.

Development and Facilitation of Drills & Exercises:

Drills and exercises must test the proficiency of facility or vessel personnel in their assigned security duties at all MARSEC Levels, and the effective implementation of the Facility Security Plan (FSP) or Vessel Security Plan (VSP).  They must enable the FSO or CSO/VSO to identify any related security deficiencies that need to be addressed.      


Security Drills - are required every three months in accordance with 33 CFR 104.230 & 105.220 and ISPS B/13.5 – 13.8 & 18.4 – 18.6 and are intended to test the proficiency of facility or vessel personnel in assigned security duties. A Drill is a training event that tests an individual component of an SSP/VSP or FSP and is used to maintain a high level of security readiness.       


Security Exercises - are required once each calendar year in accordance with 33 CFR 104.230 & 105.220 and ISPS B/13.5 – 13.8 & 18.4 – 18.6; and are intended to test the proficiency of facility personnel in assigned security duties. An Exercise is a comprehensive training event that involves a full test of multiple elements of the FSP or VSP/SSP including communications, coordination, resource availability, and response.

Facility Security Assessments (FSA) & Facility Security Plans (FSP):

In accordance with 33 CFR 105.305/405 and ISPS A/15 & A/16 the Facility Security Plan ensures the application of security measures that are designed to protect the Facility, and operations within the Facility, from the risks of a security incident.  All Orenda SC FSP’s include an On-Site Security Survey, the FSA & FSP, and representation during the approval process.

Vessel/Ship Security Assessments (VSA/SSA) & Vessel/Ship Security Plans (VSA/SSA)

In accordance with 33 CFR 104. 305/405 and ISPS A/8 & A/9 the Vessel or Ship Security Plan ensures the application of security measures designed to protect the vessel, the facility that the vessel is interfacing with, and the vessel operations from the risk of a security incident occurring.. All Orenda SC VSP’s include an On-Site Security Survey, the VSA/SSA and VSP/SSA, and representation during the flag state approval (ISSC) process.
